Accountant
The Housing Authority of the City of Prichard (HACP) is currently accepting applications for an Accountant.
SUMMARY OF DUTIES: Responsible for protecting the assets of the Agency and perform all financial functions required for the successful administration of all funds received by the Agency in accordance with HUD and by GAAP regulations. This is accomplished by conducting monthly bank reconciliations, preparing HUD subsidy drawdowns, calculating monthly assets, bookkeeping, and property management fees; preparing reports, filing of unclaimed property report to the State, and preparing year-end, semi-annual, and quarterly reports.
EQUIPMENT/POSITION LOCATION: This position is located at the main office of the Prichard Housing Authority. The occupant of this position must be able to operate a computer, calculator and a variety of general office equipment.
ESSENTIAL FUNCTIONS OF POSITION INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:
- Prepares or reviews various financial statements, balance sheets, and internal and external reports, applying financial, statistical, and accounting principles and ensuring the timely flow of information to the Finance Manager regarding status of all programs within area of responsibility.
- Processes accounts payable and receivables; verify expenditures with departments; reconciles bills and requisitions, purchase orders and invoices; resolves discrepancies.
- Prepares, maintains and/or verifies a variety of accounting, financial and statistical records, ledgers, logs and files; gathers, assembles, tabulates, enters, checks, verifies, balances, adjusts, records and files financial data; codes data according to prescribed accounting procedures.
- Posts revenues and expenditures to proper accounts.
- Verifies deposits of assigned departments; reconciles bank statements; prepare and balance daily receipts and deposits; posts data to various ledgers, registers, journals and logs according to established accounting procedures.
- Assists in preparation of financial, accounting, and statistical documents and reports, including annual budget, balance sheets, and other financial statements.
- As assigned, prepares payroll, calculates payroll records, taxes and benefit deductions; prepares and maintains federal, state and various required payroll records and reports.
- Responsible for refund processing; coordinates and verifies transactions with assigned departments and accounting records prior to release. Reviews, audits and reconciles travel advance requests and travel expense claims; review travel documents for accuracy, completeness, validity and compliance with approved policies.
- Maintains a variety of accounts and records of materials and property, services and activities; maintains use and maintenance records.
- Assists in the procurement process as assigned.
- Maintains and reconciles a variety of ledgers and accounts for the Section 8 Housing Choice Voucher and/or Public Housing Programs, examines financial transactions to ensure accuracy, and corrects financial records as necessary; Enters and posts rent cash receipts received from bank lockbox to the tenants' accounts in a timely and accurate manner.
- Works with department supervisors in reconciling tenant accounts to ensure credit/debit balances tie to the general ledger and to the computer-generated and manual sub ledgers.
- Prepares check requests for applicable deductions such as, unemployment insurance, workers 'compensation, city, state, school district, and federal taxes, Retirement System, health and disability insurance, life insurance, supplementary employee-funded insurance, child support, garnishment, IRS levy, and any other mandatory and/or voluntary payroll deductions.
- Prepares reports that detail labor distribution, overtime hours worked, Paid Time Off (PTO) taken, etc. Confirms employee leaves balance with supervisors as appropriate.
- Responds to payroll-related requests for employment verifications, unemployment data, and salary history for Workers' Compensation calculations in a timely manner.
- Participates in preparation of employee census to get quotes from insurers and providers of health benefits on an annual basis or as needed. Participates in the selection of appropriate carriers on the basis of quotes, benefits offered, and previous Agency experience. Assists in determining whether changes in coverage should be made and whether cost sharing between Agency and employees can continue at the same level.

REQUIRED SKILLS, KNOWLEDGE AND ABILITIES:
- Must have knowledge of the State General Statutes, HUD Financial Accounting and Budgeting Requirements, HUD notices and regulations, Agency policies and procedures, and Generally Accepted Accounting Principles
- Ability to perform financial analysis.
- Must be knowledgeable in State requirements regarding Sales and Use Tax, 1099 IRS rules and general accounting principles.
- Considerable knowledge of bookkeeping principles and practices;
- Considerable knowledge of office methods and procedures and familiarity with use of office equipment;
- Ability to perform detailed work with written or numerical data and to make arithmetic calculations rapidly and accurately;
- Ability to accurately prepare routine financial reports and statements;
- Willingness to accept training to increase knowledge of programs and self-improvement.

MINIMUM QUALIFICATIONS:
- An Bachelor's degree in Business Administration or a closely related field, with two (2) years of progressively responsible experience in bookkeeping, accounting, finance, or closely related responsibilities or an equivalent combination of education and experience.
ANNUAL SALARY: $40,000.00
