Accounting Manager
The Housing Authority of the City of Prichard (HACP) is currently accepting applications for an Accounting Manager.
SUMMARY OF DUTIES: Under the supervision of the Chief Financial Officer (CFO), the Accounting Manager is responsible for all multi-program accounting and finance functions of the Prichard Housing Authority. The position maintains all finance systems in compliance with HUD and other funding agencies regulations and guidelines and in accordance with GAAP accounting principles.
EQUIPMENT/POSITION LOCATION: This position is located at the main office of the Prichard Housing Authority. The occupant of this position must be able to operate a computer, calculator and a variety of general office equipment.
ESSENTIAL FUNCTIONS OF POSITION INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:
- Assist in performing all tasks necessary to achieve the organization's mission and help support accounting staff succession and growth plans.
- Interviews and recommends hiring with human resources, and disciplinary actions. Evaluates staff performance, trains staff as needed and performs other required supervisory administrative duties.
- Works with Fee Accountant in development of financial reports, annual budget and quality assurance of operations.
- Produces and monitors highly accurate weekly cash reports and cash flow projections and usage reports.
- Manages and supervises the collection and deposit of all rental receipts and the proper disbursement of all funds for purchases, contracts, payrolls and other necessary expenditures; receives and prepares for deposit of funds other than rental receipts and determine proper coding for distribution purposes.
- Oversees financial, project, program, and grants accounting; ensures expenditures are consistently aligned with grant and program budgets throughout the grant or funding period.
- Analyzes and presents financial reports in an accurate and timely manner; effectively communicate and present financial matters to the CFO.
- Maintains all accounts, general ledger, subsidiary records and reporting systems ensuring compliance with appropriate GAAP standards and regulatory requirements.
- Maintains internal control and safeguards for receipt of revenue, costs and program budgets and actual expenditures. Reviews current systems to determine functionality and effectiveness. Makes recommendations regarding the development of new systems and procedures as appropriate
- Assist with month-end and year-end accounting activities, including analytical review of the final year end work papers, trial balances and general ledger account balances; prepare and review annual financial statements.
- Coordinates the preparation of annual budgets for the agency and affiliate entities, including setting timelines, communicating, and enforcing budget policies and procedures, establishing and preparing indirect cost allocations; makes recommendations to the CFO.
- Supervises in the preparation of payroll and the maintenance of various federal, state, and local required payroll records and reports, ensuring no penalties are assessed.
- Supervises and ensures timely and accurate dissemination of 1099s to vendors and landlords.
- Leads or supervises various internal audit processes and ensure administered programs follow federal rules and regulations, and agency policies and procedures.
- Oversees fixed asset inventory control and maintains logs.
- Prepares, receives, and evaluates proposals for independent audits and banking services. Participates in other procurement activities.
- Assists customers, departments, and employees in providing fiscal information, explaining procedures and answering questions.
- Performs other duties as required or assigned.
MINIMUM QUALIFICATIONS:
- Must possess a bachelor's degree from an accredited college or university with major coursework in accounting, finance or related field and a minimum of five (5) years of experience in accounting, preferably at a PHA.
- Equivalent combination of education, training and experience.
ANNUAL SALARY: $62,394.00
